What people are saying about our enterprise solutions
My second time to implement CareVoyant, and I'm just as glad this time around as before.
I first rolled out the system with another agency back in 2012, then implemented the software again last year with my current company. I'm pleased to say it's only gotten better. Web scheduling, Electronic Visit Verification, Clinical documentation, cloud support ... all these things and more make it a very strong match for our needs.
We are moving from processes that were mostly paper-based and manual. CareVoyant has helped us automate and streamline many of our workflows and save steps that were previously tedious and time-consuming. Billing, eligibility verification, payroll processing ... these are just some of the areas that now take minutes instead of days.
Very much recommended for agencies looking for a highly configurable solution.

Great software for Private Duty and Home Health
Our agency has been on CareVoyant since 2017. Since we have both the Home Health and Private Duty service lines, it has been difficult to find a software company that is capable in both. We do some unique things with our Private Duty side and CareVoyant is nimble to handle those changes.
They work hard to keep up with the new regulations with Medicare and most of time beat other software companies in delivering compliant software.
Our agency has been State survey deficiency free for the last 11 years. They worked hard to add enhancements so we can capture the necessary documentation that the surveyors are looking for. They also assisted us in encouraging better interdisciplinary communication in our documentation. If you do PD and Home Health, there should be part of your overall search.

New Jersey Home Care & EVV Compliance
The New Jersey Department of Human Services (DHS), specifically the Division of Medical Assistance and Health Services (DMAHS), oversees the state’s Electronic Visit Verification (EVV) requirements. In accordance with the 21st Century Cures Act, this mandate applies to all New Jersey Medicaid Personal Care Services (PCS) and Home Health Care Services (HHCS) that require an in-home visit. By capturing precise data on the patient, location, and time, the program aims to improve care quality and transparency while minimizing the potential for fraud or billing errors.
Key New Jersey EVV Regulations
Aggregator: HHAeXchange serves as New Jersey’s state-sponsored EVV aggregator.
EVV Model: New Jersey utilizes an Open Model. Providers can use the state-sponsored HHAeXchange system for free or choose an Alternate EVV vendor like CareVoyant that interfaces with HHAeXchange and complies with NJ DMAHS standards.
Service Types Covered: Medicaid-funded Personal Care Services (PCS), Home Health Care Services (HHCS), and various DDD (Division of Developmental Disabilities) waiver programs.
Implementation Deadlines:
PCS: Mandatory since January 1, 2021
HHCS: Mandatory since January 1, 2023.
EVV Compliance Challenges in New Jersey
Managing Urban Connectivity & High-Rise Environments
New Jersey’s dense urban landscape and high-rise apartment buildings can sometimes interfere with GPS accuracy. CareVoyant addresses this by offering advanced Geofencing and an Offline Mode, allowing caregivers to capture visit data accurately even when cellular signals are obstructed.
Data Synchronization with HHAeXchange
For New Jersey agencies using an alternate vendor, maintaining a clean, real-time data sync with the HHAeXchange aggregator is paramount. Mismatched data or transmission errors can lead to rejected claims and delayed reimbursements from DMAHS.
Navigating Complex Labor & Privacy Laws
New Jersey has strict labor and privacy regulations. Agencies require a system that is intuitive for the caregiver to ensure high adoption rates while providing office staff with clear visibility into compliance gaps without infringing on employee privacy.
New Jersey Home Care Market Statistics
Growing Medicaid Home Care Demand: Approximately 1.86 million New Jerseyans are enrolled in Medicaid (NJ FamilyCare), with over 86,300 residents currently receiving long-term home-based care. Demand is surging as New Jersey’s 65+ population is projected to reach 20% of the total state population by 2030.
New Jersey Medicaid Spending: New Jersey’s total Medicaid spending reached approximately $24.2 billion in FY 2024. A critical portion of this budget is dedicated to Home and Community-Based Services (HCBS) and Long-Term Services and Supports (LTSS) to help seniors and individuals with disabilities age in place.
Caregiver Workforce Shortage: While home health and personal care aide jobs in New Jersey grew by over 76% between 2019 and 2023, the state faces a significant workforce gap. New Jersey is implementing a statewide strategic plan to combat "severe deficits" in the direct care workforce to meet the 200% increase in demand for specialized disability and home care services.
High EVV Compliance Adoption: Since the 2021/2023 mandates, New Jersey has achieved high EVV maturity, with some sectors reporting over 92% provider adoption. Most agencies have integrated their operations with HHAeXchange (the state aggregator) using "Alternate EVV" solutions to ensure 100% compliance and avoid claim denials.

-
New Jersey mandates that all Personal Care (PCS) and Home Health (HHCS) providers comply with Electronic Visit Verification (EVV) as per the federal 21st Century Cures Act. Agencies that fail to provide verified EVV data through HHAeXchange may experience immediate claim rejections, payment recoupments during audits, and potential sanctions from DMAHS.
